Is decaf tea actually caffeine free?

No, decaffeination removes 95-99% of the caffeine, leaving 2-5mg per 200ml cup compared to 40-55mg in the caffeinated version. For comparison, a cup of coffee is 80-100mg. Decaf is not zero, but it is well below the threshold most caffeine sensitive drinkers can detect.

How is tea decaffeinated?

Three methods are used commercially: CO2 (the cleanest, expensive, used by premium brands), water process (no chemicals, slightly more flavour loss), and ethyl acetate (a naturally occurring solvent, sometimes flagged as "natural decaf"). All three are food safe. CO2 generally produces the best tasting cup.
