Is fruit tea actually tea?

No. "Fruit tea" is the everyday name for fruit and herb infusions, there is no Camellia sinensis (true tea) leaf in them. They are correctly called fruit infusions or tisanes. The base is usually a mix of hibiscus, rosehip, dried apple, and dried fruit pieces with added flavours.

Are fruit teas caffeine free?
