The expensive looking parts are mostly free. No tiered stand is needed: borrow one, stack cake plates, or use a board in the savoury scone sweet sequence. If the budget is tight, cut anywhere except the cream, the freshness and the tea, because those three are what guests actually register. Genuine clotted cream rather than aerosol, scones warm rather than yesterday's, and a properly brewed good tea rather than a stewed teabag are the difference between "lovely" and "they tried", and all three are cheap relative to the impression they create.
